Here is my suggestion to the DC attorney general:  If your plan is to give the money back to the consumers then I am all for it.  If your plan is to incorporate the money into the city's coffers, then forget about it.  The money belongs to the consumers.  Encourage AT&T to pay consumers for any unused balances on their prepaid cards.  Use a 3 year time period as the cut off.  The cards should have time stamps recorded on them so you will be able to tell if the 3 year window requirement is met.  I would rather have the money put directly in the hands of the consumers and not the hands of politicians who will decide for the consumers what is best.

this is basically what DC is doing.  They are laying claim to any used time $$$ that is over three years old.   The current DC law allows for this for other types of abandon property.
