Google is planning to use content from all there offered services to begin targeting you with Ads.  This new Privacy policy change now include private information on Android devices as will as private emails in gmail.   

Security researcher Matt Blaze offered his own interpretation of Google's announcement on Twitter: "'Be Evil' is a simplified and easier to understand version of 'Don't be Evil.'"
